Under the current Interim Measures Extension Agreement: A Bridge to Treaty 28 March 2006 (IMEA), the Board must prepare an annual operational plan incorporating goals, objectives, projects, deliverables and a budget. In the past the Board has worked on several projects based on past operational plans:
- Sustainable Forestry Workshop
- Shellfish Aquaculture Development Initiative and Skill Enhancement
- Salmon Aquaculture Policy Review
- Commercial Recreation Policy Review
- First Nations Consultation Policy Development Review
- First Nations Governance (Hahuulhi) Project
- Facilitation of meetings between First Nations and Salmon Aquaculture in Clayoquot Sound
- Atlantic Salmon Watch Program in Clayoquot Sound streams
- Since 1996 most of the Board’s activity focused on Watershed Planning as determined by the Scientific Panel recommendations. (See Link to Clayoquot Sound Watersheds.)
- The Technical Planning Team presented the Watershed Plans as they were completed along with information sessions for CRB Board members
- Once Watershed Plans were completed a significant and thorough public review process began and was successfully concluded.
In 2006 all of the Clayoquot Sound Watershed Plans and the First Nations Cultural Reserve Layers will be completed and adopted by Clayoquot Sound Nuu-chah-nulth First Nations and the Province of British Columbia.
Initiatives for 2006-2007 will include:
- Scientific Panel Monitoring Action Plan. The CRB will begin to explore ways and means to developing a long term Monitoring Plan in concert with the Scientific Panel recommendations. Past activity concentrated specifically on watershed planning and the collection and mapping of inventory data with no development yet of a corresponding monitoring action plan. The Board proposes to develop and recommend a monitoring action plan that would help coordinate all concerned interests in Clayoquot Sound.
- The Central Region Board will continue to provide support for the Technical Planning Team by funding First Nations participation in Committee activities such as completion of the First Nations cultural inventories and reserve mapping.
- The CRB will continue its role in promoting dialogue among First Nations, local communities, the aquaculture industry, and other stakeholders regarding the future of salmon farming in Clayoquot Sound. Consistent with previous recommendations, the CRB will continue to encourage early identification and effective review of outstanding issues related to any of the sites being considered for renewal.
- Where ever practical the CRB will offer assistance to First Nations in identification and effective articulation of Aboriginal rights or title loss infringement that may not have been adequately addressed in previous review of these tenures. The CRB may also have an important role to play bringing Federal Government attention to matters of specific local concern.
- The CRB will play a larger role in supporting regional economic development planning by promoting dialog among the Band and Municipal Councils as well as the community’s economic development committees.
- In addition to the Responsibilities of the Board outlined in the IMEA, the Board considers the following projects and initiatives to be of priority during 2006-2007:
- Assisting the Parties in developing and facilitating a Coastal Land Use Planning Process for Clayoquot Sound;
- Continuing to consider and provide advice to the Parties in the role of the CRB in regional economic development planning;
- Continuing to work on Implementation and Monitoring of the Science Panel Recommendations;
- Improving the process and results of consultation and the referral process

The Parties approve the operational plan to ensure it includes the objectives of the Parties and to ensure the objectives of the previous year have been achieved.
